Introduction: Today's urban development is the result of numerous agents. Although cities are the legacy of earlier civilizations, globalization, capital urbanization, and commodification occurring on a physical and planetary scale force us to reorient growth and development. The rising urbanization of Iran, and hence Kermanshah, has resulted in numerous populations moves and migrations both inside and outside the province. Furthermore, as the number of inefficient urban fabrics have increased, the deterioration in urban identity of urban fabrics has been more profound. Democracy will become passive in the power system when political culture deteriorates, citizens' participation in municipal management and development declines, and social capital decays. The final conclusion is that there is a developmental disorder.
Matherials & Methods: The current research was conducted using the descriptive-analytical method and the application of content analysis in the form of reviewing articles related to the development of Kermanshah city. The statistical population of this research is 129 articles related to the topic of urban planning, which focus on the development of Kermanshah city, and this total number of articles has been reviewed and analyzed completely. Moreover, by employing the triadic analysis method, the study aims to categorize the challenges of urban development into three groups: contextual, structural, and behavioral deficiencies.
Discussion of Results & Conclusions: The results indicate that the scope of concepts and issues related to development in Kermanshah is not extensive, and there is a significant gap in addressing serious concepts deeply aligned with the metropolitan development in western Iran. Furthermore, among the structural deficiencies, with a factor loading of 0.939, the greatest impact is observed in the triadic analysis model. It is recommended that, given the significant gap in crucial development concepts, special attention be paid to cultural, social, and urban management issues within Kermanshah's development structure, as well as development and spatial planning.
