fa حفاظت و توسعه جامعه‌مبنا؛ به سوی برنامه‌ریزی مشارکتی در مدیریت میراث شهری مرمت Maremat پژوهشي Research original/ Regular Article رویکرد حفاظت و توسعه یکپارچه هرچند مفهومی جامع را به خود اختصاص می‌دهد اما همچنان در معرض چالش‌های دوگانه &quot;حفاظت&quot; و &quot;توسعه&quot; قرار دارد که خود نشان‌دهنده ضعف‌های ساختاری در این رویکرد است. از مهم‌ترین این ضعف‌ها، نادیده انگاشتن جوامع در مدیریت تغییرات ناشی از حفاظت و توسعه و توانایی جامعه، به خصوص جامعه محلی در یکپارچه‌سازی حفاظت و توسعه است. این پژوهش سعی دارد با معرفی رویکرد نوین حفاظت و توسعه جامعه‌مبنا، به تعادل‌بخشی حفاظت و توسعه میراث شهری با تاکید بر برنامه‌ریزی مشارکتی بپردازد. از این رو، هدف اصلی پژوهش دستیابی به چارچوب مفهومی حفاظت و توسعه جامعه‌مبنا بوده و نیل به آن مستلزم پاسخ‌دهی به این سوال است که اصول و مولفه‌های تاثیرگذار در رویکردهای &quot;حفاظت و توسعه یکپارچه&quot; و &quot;مشارکت اجتماعی&quot; چیست؟ و همپیوندی آن‌ها چگونه می‌تواند مبنای ایجاد رویکردی واحد در مدیریت میراث شهری باشد؟ با توجه به سوالات مطرح شده، این مقاله روش کیفی را اتخاذ کرده و بر مبنای پژوهش‌ها و نظریات پیشین ساختار یافته است. سازماندهی مطالعات پیشین و ارائه آن در قالب چارچوب مفهومی، از طریق راهبرد استدلال منطقی و با هم‌پیوندی مولفه‌های شناسایی شده از سه متغیر &quot;حفاظت و توسعه یکپارچه&quot;، &quot;برنامه‌ریزی مشارکتی&quot; و &quot;حفاظت مشارکتی&quot; بوده است. دستاورد این پژوهش، ارائه چارچوب حفاظت و توسعه جامعه‌مبنا بوده که در بر گیرنده معیارهای مشارکت جوامع در ذیل چهار اصل حفاظت و توسعه یکپارچه تدوین شده است. بر این اساس، اصول این چارچوب مستلزم 1- شناخت ارزش و اهمیت معنایی میراث از طریق بازتعریف ویژگی‌ها، توانمندسازی مردم محلی و با تاکید بر دانش غیر تخصصی؛ 2- پایبندی به اصول مدیریت شهرهای تاریخی از طریق اطمینان از تحقق‌پذیری، نظارت محلی و افزایش مسئولیت‌پذیری در مدیریت شهری؛ 3- پایبندی به اهداف توسعه پایدار از طریق کاهش نابرابری‌های توسعه اجتماعی، ارتقای تعاملات اجتماعی و بازگرداندن سرزندگی به بافت شهری تاریخی و در نهایت 4- برطرف‌سازی تعارضات حفاظت و توسعه از طریق ایجاد گفتمان میان ذی‌نفعان، متعادل‌سازی سیاست‌ها در چارچوب تصمیم‌گیری و یکپارچه‌سازی حفاظت و توسعه متناسب با نیازها، مسائل و مشکلات جامعه خواهد بود. Although the integrated conservation and development approach has a comprehensive concept, it is still exposed to the dual challenges of &quot;conservation&quot; and &quot;development&quot;, which itself indicates structural weaknesses in this approach. One of the most important of these weaknesses is the neglect of communities in managing changes caused by conservation and development and the ability of the community, especially the local community, to integrate conservation and development.<br> Therefore, the main goal of the research is to achieve the conceptual framework of community-led conservation and development, and achieving it requires answering the question, what are the principles and effective components in the approaches of &quot;integrated conservation and development&quot; and &quot;public participation&quot;? And how can their combination be the basis for creating a single approach in urban heritage management? According to the questions raised, this article adopts a qualitative method and is structured based on previous researches and theories. The previous studies were organized and presented in the form of a conceptual framework, through the strategy of logical reasoning and by linking the identified components of the three variables &quot;integrated conservation and development&quot;, &quot;participatory planning&quot; and &quot;participatory conservation&quot;. The achievement of this research is to present a community-led conservation and development framework that includes community participation criteria under the four principles of integrated conservation and development approach.
