This research is developmental–applied in terms of its objective and analytical–historical in terms of its methodology. Spatial, physical, and descriptive data were collected from documentary sources, field surveys, and historical maps, and subsequently processed and integrated using ArcGIS Pro. A three-dimensional intelligent model of the study area was then developed in CityEngine using procedural modeling rules (CGA). The performance of the developed model was evaluated through temporal scenario analysis by comparing the neighborhood's conditions in 1956, 1975, 1982, and 2024, as well as by simulating physical intervention scenarios and validating the results against historical documentation and reference maps.The findings indicate that, beyond providing a three-dimensional representation of the historic urban fabric, the developed model enables the integration of spatial and descriptive data, the analysis of temporal change patterns, the simulation of proposed intervention scenarios, and decision support for urban heritage conservation and economic management. The results demonstrate that Digital Twin technology can provide a dynamic platform for continuous monitoring and change assessment, improve decision-making in urban heritage management, support evidence-based planning, and contribute to reducing the long-term costs of heritage conservation
